Re: Across-the-Board (ATB) and Merit (PTR/5%) Salary Increase for July 1, 2026 and Minimum Salaries (PDAD&C #50)
I am writing in follow-up to PDAD&C #48 regarding ATB salary increases for faculty members and librarians for July 1, 2026 have now been awarded at interest arbitration. ATB and PTR/Merit will be paid to faculty members and librarians in the July 2026 monthly pay run.
This memo contains important information concerning payment of the July 1, 2026 ATB increase, changes to minimum salaries, and PTR/Merit for the 2025-2026 academic year and how these should be implemented.
Minimum Salaries
Please see PDAD&C #49 regarding the agreement between the University Administration and UTFA to amend salary minimums. The updated minimum salary rates for July 1, 2026 have been updated in the Salary Ranges table of the Academic Administrative Procedures Manual (AAPM) and are reproduced below. Please note that the new salary minimums incorporate the $620 supplement that was previously applied separately to librarians and teaching stream faculty members.
Prior to the implementation of ATB, salaries of faculty members and librarians should be brought up to the following revised salary floors agreed to with UTFA.
One-Time Adjustments for Librarian I and II Base Salary
As set out in the announcement regarding salary minimums, the University Administration and UTFA also agreed to a one-time base salary increase of $2,500 to be applied to all Librarians I and II employed as of July 1, 2026. Individual librarians will either receive this lump sum adjustment or an increase caused by the revised salary minimum, whichever is greater.
This adjustment should be made prior to the implementation of ATB.
ATB
An ATB increase of 3% will be applied on the June 30, 2026 base salary, as adjusted to comply with the new salary minimums as applicable.
PTR Mechanism for the Calculation of Merit Pools
The University and UTFA have agreed that Merit (PTR and 5%) will be calculated using the PTR model that was used for the payment of July 2025 PTR, i.e., PTR pools are generated solely from the salary pools above and below the breakpoint.
Please refer to the July 1, 2026 PTR breakpoints and increments found on the Salary Ranges table of the AAPM.
5% Merit Pool
Recommendations with respect to 5% Merit Pool awards in multi-department Faculties should be forwarded to the Dean in line with instructions that have been provided by the Dean’s Office.
Deans of single-department Faculties have received a memo with specific timelines for submission of their recommendations for the 5% Merit Pool. Further information concerning the merit (PTR/5% merit) process is available in the AAPM.
Overload Stipend Rate:
An increase in the Minimum Per Course Stipend and Overload Rate (per FCE) from $21,454 to $22,098 will be effective July 1, 2026.
Salary Letter
The revised salary letter templates are available online.
Reminder: Units will issue for each faculty member two separate letters: Merit (PTR/5%) assessment letter and salary letter.
Written feedback from the current Merit (PTR/5%) assessment process must be received by faculty members and librarians by July 1, 2026.
As per Memo (PDAD&C#41): “units should be prepared to issue salary letters by no later than July 28, when that ATB increase is paid out.”
