Re: Ratification of Salary, Benefits and Workload Agreement with UTFA

As announced last week, with the assistance of Mediator Kevin Burkett, the University of Toronto and the University of Toronto Faculty Association (UTFA) have reached an agreement with respect to salary, benefits, and workload for the period July 1, 2020 to June 30, 2023. The agreement was ratified by UTFA on February 2, 2022. The agreement includes the referral of outstanding issues with respect to salary, benefits, and workload for the period July 1, 2022 to June 30, 2023 to interest arbitration before Eli Gedalof as a sole arbitrator in place of a Dispute Resolution Panel.

Salary and benefits have been agreed on for the two-year period beginning July 1, 2020 and ending June 30, 2022 and will be implemented as soon as practicable.

The key features of the agreement include:

  • A July 1, 2020 Across the Board increase of 1.0%, retroactive to July 1, 2020.
  • A July 1, 2021 Across the Board increase of 1.0%, retroactive to July 1, 2021.

As a reminder, PTR for July 1, 2020 and July 1, 2021 have already been paid pursuant to prior agreements between the parties. The parties have agreed to proceed with the payment of July 1, 2022 PTR prior to the conclusion of the dispute resolution process regarding salary, benefits, and workload for the period July 1, 2022 to June 30, 2023, and we plan to pay this on the July 2022 payroll.

The agreement also contains a series of benefit improvements, all within the 1% envelope for total compensation increases consistent with the University’s obligations under Bill 124, the provincial wage restraint legislation.

Further details about the implementation of the agreement will be forthcoming.
