The University is launching a review of the Code of Student Conduct (Code). The last full review of the Code and its processes took place in 2002. Since that time there have been administrative updates to ensure alignment with new policies, most recently in 2019, but few changes have been made to the Code’s content.

The University’s Code is an essential component of the way we safeguard the rights, and identify the responsibilities, of members of our community. The Code is not a substitute for the Criminal Code of Canada or any other applicable law or regulation, but rather a tool that may be employed to protect the rights of U of T students and the integrity and safety of all University activities.

We are pleased to announce that Professor Cheryl Regehr will lead the consultations and review of the Code. Professor Regehr brings a wealth of expertise to this role, having served as Vice-President and Provost for the University from 2013-2024. She is currently a Professor in the Factor-Inwentash Faculty of Social Work, with cross-appointments to the Faculty of Law and the Institute for Medical Sciences at University of Toronto. Her research focuses on forensic mental health, trauma and recovery, and trauma and decision-making in high stress professions. Professor Regehr’s expertise and leadership experience will be invaluable in guiding this important process.

Professor Regehr will receive project management support from Alexis Archbold, Executive Director of Strategy, Programs & Operations, OVPS and Thomas Froh, Project Manager, Continuous Improvement, OVPS.

We invite all members of our community to share their feedback. Throughout the remainder of the Fall 2025 term, Professor Regehr and the project team will meet with internal staff stakeholder groups directly involved in assessing and enforcing Code for feedback.

Community consultations will take place during January-February 2026. There will be various options to take part including attending open online and in-person consultation sessions and providing input through an anonymous online form.
