Re: Agreement on Across-The-Board (ATB) Salary Increases Retroactive to July 1, 2020 and July 1, 2021 and New Overload Stipend Rate (PDAD&C #26)
Further to the announcement made on February 4, 2022, I am pleased to provide details concerning salary increases for faculty members and librarians agreed to as part of an agreement reached by the University and the University of Toronto Faculty Association (UTFA) concerning salary, benefits and workload covering the period July 1, 2020 – June 30, 2023.
This agreement includes across-the-board (ATB) increases retroactive to July 1, 2020 and July 1, 2021. It also includes agreement that PTR/5% merit for the 2021-22 assessment period will be paid on July 1, 2022. You will recall that PTR/5% merit has already been paid for the 2019/20 and 2020/21 assessment periods.
- This memo contains important information concerning the retroactive payment of July 1, 2020 and July 1, 2021 ATB increases and how this should be implemented.
- A further memo concerning the payment of PTR for the 2021-22 assessment period on July 1, 2022 will follow shortly.
Please note that the agreement also included an increase in the Minimum Per Course Stipend and Overload Rate from $17,895 to $18,255 effective February 2, 2022.
Salary Increases
The parties reached agreement on ATB salary increases in compliance with Bill 124 as follows:
- An ATB increase of 1% retroactive to July 1, 2020
- An ATB increase of 1% retroactive to July 1, 2021
In respect to the retroactive payment of the above ATB increases, the agreement also stipulates:
- ATB retroactive to July 1, 2020: For faculty members and librarians who were employed on July 1, 2020 and retired on or before June 30, 2021, their base salary effective the date of their retirement shall be adjusted by a 1.0% ATB increase (not applicable to those who retired under the Special Retirement Program for faculty and librarians open for the period January 1, 2020 to June 30, 2020).
- ATB retroactive to July 1, 2021: For faculty members and librarians who were employed on July 1, 2021 and retired on or before June 30, 2022, their base salary effective the date of their retirement shall be adjusted by a 1.0% ATB increase.
Implementation of the ATB increases for July 1, 2020 and July 1, 2021
The payment of the July 1, 2020 ATB increase and the July 1, 2021 ATB increase will be implemented for the March/April/or May 2022 pay run as is determined feasible on a Faculty by Faculty basis and in all instances will be retroactive to the relevant date.
Adjusted July 1, 2020 base salary
July 1, 2020 PTR has already been paid as previously agreed between the University and UTFA in January 2021.(See PDAD&C, 2020-21, #41). Faculty members and librarians received that increase for the 2019-20 PTR/5% merit assessment period in February or March 2021 retroactive to July 1, 2020 and no further payment of PTR/ 5% merit is payable for that period. This means that the July 1, 2020 salary will be recalculated to reflect the 1% ATB increase only.
Adjusted July 1, 2021 base salary
July 1, 2021 PTR has already been paid. The University and UTFA agreed in August 2021 to the payment of PTR/5% merit for the 2020-21 assessment period. Faculty members and librarians received payment of PTR/5% merit for the 2020-21 assessment period in the October 2021 pay run (See PDAD&C, 2021-22, #16).
The current agreement also includes the provision that: The University will make an additional payment of PTR/5% merit for the 2020-21 assessment period retroactive to July 1, 2021 of the difference owing based on moving the breakpoints and increments by the 1% amount of the ATB percentage wage increase agreed to for the period July 1, 2020 to June 30, 2021.
- The adjusted breakpoints and increments for the period July 1, 2020 to June 30, 2021 are set out below in Appendix A.
- A revised salary letter template to be used in communicating these two increases is available online.
Processing Instructions
- Instructions on the HRIS implementation of these increases will be circulated to your Business Officers. The full instructions regarding HRIS processing will be made available via the AMS listserv following the February 2022 pay run and will provide details for March, April and May pay implementation.
Appendix A: Adjusted Breakpoints and Contributions for July 1, 2021 PTR
The following are the adjusted breakpoints and pool contributions reflecting the ATB increase of 1% for the 2020-21 year.
PTR for Tenure-Stream, and non-tenure stream part-time, and CLTA Faculty:
Breakpoint: $171,350
Amount contributed to pool per FTE:
Below Breakpoint – $ 3,750*
Above Breakpoint – $ 2,125*
PTR for Teaching-Stream Faculty (Continuing stream, teaching stream and part-time and CLTA faculty in the teaching stream):
Breakpoint: $152,850
Amount contributed to pool per FTE:
Below Breakpoint – $ 3,500*
Above Breakpoint – $ 2,030*
PTR for Librarians (including Part-time and CLTA)
Breakpoint: $129,900
Amount contributed to pool per FTE:
Below Breakpoint – $2,930*
Above Breakpoint – $ 1,445*
*These amounts exclude the 5% set aside for allocation through the 5% merit pool.
