Re: Merit (PTR and 5%) and Salary Increase Instructions for 2015-16 (PDAD&C #55)

This memo is to assist with the performance evaluation process for faculty members and librarians. It contains instructions for annual reporting by faculty and librarians and important information concerning salary increases and the administration of the PTR/5% Merit scheme. Both the PTR and 5% merit awards are based on the performance assessment for 2015-2016.

Please note the timelines outlined in Deadlines and Key Activities, which should be adhered to by all divisions.

The full instructions are available here, http://aapm.utoronto.ca/academic-salary-administration#_Toc288214896.

Important Changes
There have been some significant changes to the PTR scheme as a result of the memorandum of settlement between the University and UTFA dated November 21, 2015.

1) Effective July 1, 2016, every faculty member (tenure stream and teaching stream) and librarian with a June 30, 2016 annual salary of more than $158,400 will receive a flat dollar ATB base salary increase of 1.75% x $158,400 = $2,772, pro-rated for part-time in accordance with their FTE*. In these instances, the difference between 1.75% of the individual’s base salary and the $2,772 flat dollar amount will flow to the divisional PTR pool for distribution through the PTR process to all faculty and librarians in the pool on the basis of merit (i.e., these monies will be added to the above and below the breakpoint pools based on the proportion of funds that was in each pool as they existed in June, 2016.) For example, if 40% of PTR funds were in the below the breakpoint pool and 60% of PTR funds were in the above the breakpoint pool, then 40% of the additional funding will flow to the below the breakpoint pool and 60% will flow into the above the breakpoint pool.

2) Also, effective July 1, 2016, every teaching-stream faculty member whose June 30, 2016 salary is above the breakpoint will receive a flat dollar base increase of $90 and those whose salary is below the breakpoint will receive a flat dollar base increase of $155. For teaching-stream faculty members who have appointments of less than 100% FTE, the flat dollar amount will be prorated in accordance with their FTE. The July 1, 2016 teaching-stream breakpoint is $140,600.

Pool amounts and full instructions:
The July 1, 2016 PTR pools, including the new 1.75% contribution on salaries above the reference point of $158,400, will be available in the HRIS B6 application on May 20. Instructions on the HRIS implementation of these increases will be circulated to your Business Officers later in June, in time for processing.

*Those with salaries below the $158,400 reference point will receive the ATB adjustment on their full salary as usual.
