Re: Appointment of Mike Snowdon, Assistant Vice-President, Planning & Budget

I am pleased to announce that Mike Snowdon has been appointed Assistant Vice-President, Planning & Budget (P&B), effective July 1, 2026.

Last fall, Mike was named Acting and then Interim AVP, P&B, when Jeff Lennon was appointed CFO. As Executive Director, Institutional Planning & Budget Administration within P&B, Mike was well-versed in the University’s budget and its processes, including leadership of enrolment and tuition fee planning, government funding, academic and shared service budget development, and budget administration.

Mike joined U of T in 2020, when he was appointed Director of Academic Planning & Analysis in P&B. In 2025 he was named Executive Director, Institutional Planning & Budget Administration, before stepping in as Acting and then Interim AVP, Planning & Budget. Prior to joining the University, Mike served in increasingly senior positions at the Council of Ontario Universities (COU), leading advocacy and policy development in key funding areas like tuition, SMAs, student aid, and government grants. Mike earned his PhD from McMaster University and was a postdoctoral researcher and lecturer at York University.

The Assistant Vice-President (AVP), Planning & Budget, serves as an advisor and consultant to senior management on policy and planning decisions, particularly on questions of strategic mandate agreements with the Province, enrolment, government grant, tuition, ancillary fees, student aid, and academic and shared service budgetary issues. The AVP also has primary responsibility for the development and implementation of an institutional data strategy and a data governance framework for the University, with the objective of providing high quality data for decision making purposes at all levels of staff and management.

The committee that advised me on this appointment was enthusiastic in its support of Mike’s candidacy as AVP, noting particularly his leadership in successfully guiding the 2026-27 budget through to approval.  I look forward to Mike’s continued leadership as we navigate the opportunities and challenges ahead.

Please join me in congratulating Mike on his appointment.
