Re: Agreement on Across-the-Board (ATB) Salary Increases for Faculty Members and Librarians Retroactive to July 1, 2025, and New Overload Stipend Rate (PDAD&C #25)
Further to the announcement made on January 23, 2026, I am pleased to provide details concerning the arbitration award regarding Across-the-Board (ATB) salary increases for faculty members and librarians.
This memo contains important information concerning the retroactive payment of the July 1, 2025 ATB increase and how this should be implemented.
Salary Increases
Arbitrator Eli Gedalof has awarded the following:
- An ATB increase of 2.5% retroactive to July 1, 2025
- An increase in the Minimum Per Course Stipend and Overload Rate from $20,931 to $21,454 retroactive to July 1, 2025.
Implementation of the ATB increases for July 1, 2025
The payment of the July 1, 2025 ATB and the adjustments to the overload rate will be implemented for the March 2026 pay run and be retroactive to the relevant date.
Adjusted July 1, 2025 base salary
July 1, 2025 PTR has already been paid. Faculty members and librarians received payment of PTR/5% merit for the 2024-25 assessment period in the September 2025 pay run (See PDAD&C#3 ).
- The minimum salary rates for July 1, 2025 have been updated in the in the Salary Ranges table of the Academic Administrative Procedures Manual (AAPM)
- Salaries must be reviewed and brought up to scale if necessary in the March 2026 monthly pay run retroactive to July 1, 2025, or the applicable start date if later.
- Please ensure that salaries for part-time appointments are pro-rated appropriately.
- A reminder: Teaching stream faculty members and librarians who commence employment on or after July 1, 2017 will receive an annualized starting salary no lower than the minimum salary for their rank plus $620 as per the memorandum of settlement for 2014-2017.
- The adjusted breakpoints and increments have been updated and are available in the Salary Ranges table of the AAPM.
- A revised salary letter template to be used in communicating this ATB increase is available on the templates section of the AAPM.
- For Dean’s Office Academic HR colleagues who have not submitted a July 1, 2025 PTR Histogram, the template can be accessed from the Office of the Vice-Provost, Faculty & Academic Life Portal PTR Section. Note: it is not necessary to provide faculty members and librarians with an updated histogram, provided they previously received a histogram with their PTR award in September 2025.
- Faculty members and librarians who were actively employed for the period July 1, 2025 to December 31, 2025, and retired on December 31, 2025 are entitled to the retroactive July 1, 2025 ATB adjustment of 2.5%.
- Retirees are entitled to the retroactive adjustment to overload stipends they received during this period – regardless of whether they retired prior to, during, or after this period.
- Overload stipends must be adjusted by the percentage increase, even if the stipend was originally paid above the minimum rate.
As communicated in January 23 announcement, Arbitrator Gedalof provided clarity on outstanding issues related to the July 3, 2025 award concerning the July 1, 2023 and July 1, 2024 ATB increases, specifically:
- Faculty members and librarians who negotiated firm salary offers at the time of hire, which already incorporated anticipated ATB increases, will not have their starting salaries increased by the ATB percentage that applied on or before the start date of their appointment. This same approach will also be applied to the retroactive July 1, 2025 ATB increase described above.
- Faculty members and librarians who performed work during part or all of the periods of July 1, 2023 – June 30, 2024 and July 1, 2024 – June 30, 2025 are entitled to receive the ATB percentage salary increases (including PTR increase adjustment and adjustment to overload stipends as applicable) on a retroactive basis for the work that they performed during this time, even if those employees were no longer employed when the July 3, 2025 arbitration award was released. This same approach will also be applied to the retroactive July 1, 2025 ATB increase described above.
Processing Instructions
Instructions on the HRIS implementation of these increases will be circulated to your Business Officers. The full instructions regarding HRIS processing will be made available via the AMS listserv following the February 2026 monthly pay run and will provide details for March pay implementation.
